Mackenzie Valley Land and Water Board

Overview

Function

The Mackenzie Valley Land and Water Board considers applications for the use of land and waters and the deposit of waste for any development that will have impact in a region with no land claim settlement.

Board Composition

The Board consists of 20 members, including the 5 members of the Gwich’in Land and Water Board, 5 members of the Sahtu Land and Water Board, and 5 members of  the Wek’eezhii Land and Water Board, plus the four nominated members, and the Chairperson.

The Dehcho First Nations and Akaitcho Territory Government each nominate one member (unsettled claims area), the Government of the Northwest Territories nominates one member, and Indigenous and Northern Affairs Canada nominates one member.

Alternate Members

The federal Minister may appoint alternate members nominated by the Government of the Northwest Territories or from persons nominated by a First Nation; or selected following consultation with First Nations, to act in the event of an absence or incapacity of members. 

Chairperson

A Chairperson is nominated by a majority of the Board members and appointed by the federal Minister.

Vice-Chairperson

There is no Vice-Chairperson.

Quorum

Quorum is three or more members of the Board, including one appointed on the nomination of a First Nation or following consultation, one member nominated by government, and the Chairperson.

Appointment Instrument

Members are appointed by the Minister of Indigenous and Northern Affairs Canada under section 99 of the Mackenzie Valley Resource Management Act (Canada).

Term Duration

A member holds office for term of three years and may be eligible for reappointment.

Time and Travel Requirements

The Board meets every 2 weeks in Yellowknife and meetings usually last one day.  One day of analytical time may be required for these meetings.

In addition, the Board holds 1-2 full board meetings (includes the regional panels) and has 3-4 conference calls per year.  Two travel days and three analytical days may be required for full board meetings.

Remuneration

Members of a board shall be paid such fees or other remuneration as the federal Minister may fix:

Chairperson- $550 per diem

Member - $400 per diem

Other Considerations

Members with resource management knowledge and experience would be a benefit to the Board.

Members with technical or traditional knowledge would be an asset. 

 

The Board consists of 20 members, which includes membership from the regional panels of the Gwich’in Land and Water Board, Sahtu Land and Water Board, and Wek’eezhii Land and Water Board.
